Bruce Horwood, Director of 4S Consulting Limited, holds a BA (Hons) triple degree (incl. Masters) in Applied Languages (French, German, Economics and Law), is a Fellow of the Association of Chartered Certified Accountants, an Associate of the Chartered Governance Institute (NZ Division) and a former Chartered Member of the Securities & Investment Institute.
Bruce has over 25 years’ experience in the financial services industry working in the AML/CFT environment, 10+ years of which working at the financial regulator in Jersey, Channel Islands. Bruce has led numerous desk-based and on-site examinations of regulated financial services businesses (specialising in fund services businesses and trust company businesses) whilst at the Jersey Financial Services Commission (JFSC).
Bruce has international experience, representing the JFSC internationally at the Enlarged Contact Group for Securities Regulators (ECG). The ECG deliberated on supervisory matters and practical application of regulations including, but not limited to, financial crime and AML/CFT.
Former positions include Head of Governance, Risk & Compliance in the fully regulated space at a Fund Management firm (part of an international banking group) and Risk & Compliance Manager for a Southland and Otago law firm. Bruce is also a published author, having written the Governance Institute’s diploma level study text - “Financial Reporting and Governance” (ICSA 2012 version).
Recent projects include the provision of advice to the JFSC, analysing AML/CFT exemptions within the legislation and advising on how to demonstrate compliance with international AML/CFT standards.
